This is the preload for the WoW 3.1.0 enGB patch from Blizzard.
Simply place the "wow-partial-1.MPQ" file in your "World of Warcraft/Patches/WoW-3.0.9-to-3.1.0-LOCALE-OS-patch" folder, with LOCALE and OS your locale (enUS for example) and OS (Win for example) respectively. To find out the default location where the game expects it to be, start up the Background Downloader normally, then exit out. Search for the "wow-partial-1.MPQ" file that got created by the downloader and move the copy you downloaded into its place.
