This is the preload for the WoW 3.1.0 enUS patch from Blizzard.
Simply extract the zip file in your “World of Warcraft/Patches/” folder.
To find out the default location where the game expects it to be, start up the Background Downloader normally, then exit out. Search for the “wow-partial-1.MPQ” file that got created by the downloader and move the copy you downloaded into its place.
Don't forget if you want top a quality Ventrilo or Teamspeak Voice Comms server for your WoW Guild, which won't break the bank, check out:

always when i start background downloader i get " The data for the next patch is not available" what to do?
